Absolutely Not. Islam condemns all acts of oppression. Necessary force is permissible only when one is defending oneself, family, and right to practice his/her religion or fighting tyranny and oppression. Muslims who blow up buildings and kill innocent people are not acting in accordance with what Islam teaches.
Allah said: “and do not kill a soul that God has made sacrosanct (sacred), save lawfully.” [Qur’an 6:151]
Allah said: “Whoever kills a person [unjustly]…it is as though he has killed all mankind. And whoever saves a life, it is as though he had saved all mankind.” (Qur’an, 5:32)
Allah said:
Fight in the way of Allah those who fight you but do not transgress. Indeed. Allah does not like transgressors. [Quran 2:190]
